1 week old newborn with red ring on anus?

Is this a diaper rash? I can't tell. She is one week old today and since yesterday she's had a red puffy ring around her anus. I'm using some hypoalergenic wipes and no scents and all that jazz. She is breast feeding and formula feeding, (gerber gentle formula for newborns.) Should i go to the doctor or what? I've put A and D and Boudreaux butt paste on it but nothing yet. Now she is sitting with a dry butt and no diaper on for a little bit.
