WIC will not give me the formula my daughter needs becuase it's not Gereber. Any ideas on where to go?

WIC has a contract with Gerber good-start, but the protect plus makes my daughter way too gassy, and the soy makes her constipated! But apparently lactose intolerance is only a qualifying condition to change formula if there is some OTHER medical condition to go along with it, but constipation doesn't count apparently. =/ She's got 2 small cans left before we're out and I have no idea about what to do because the local food banks rarely get formula and we don't qualify for food stamps anymore...all advice is accepted =/ Please help us...
