Do i need datv to london ?

i am indian . i want to claim asylum at heathrow . datv is used for transiting through london , but i am going to claim asylum at airport . i will buy a ticket to the counry where visa is given on arrival , and the flight goes via london . i am not transiting through london but i am going to claim asylum at airport . do i need datv for uk .
